That's exactly what it was designed to do. One man's crony is another man's valued member of the Executive Branch who is being oppressed by political enemies. That's exactly what it was designed to do" in "he shall have power to grant reprieves and pardons for offenses against the United States, except in cases of impeachment"The only way you can see that is through huge assumptions. So if nothing else let's get a constitutional amendment that says the presidential pardon is designed to protect presidential cronies" Amendments are used for clarification as well as changes or additions to the constitution.
