Its the online company which says that "this photo shows" a 32 inch , this a 28 inch, etc. Now lets imagine that their standard of measuring is from the very bootom of the water bowl, to the very top of the clay tobacco-shisha holder. That would go for all their wares, while at another company they measure from the bottom to the top of the metal shaft, and a third company measures like the first company, to the top of their especially tall clay hookah bowl.
